"Liberty and Justice for All"

"Liberty" is the absence of external restraint on the actions of the individual.

"Justice" is the ideal of conduct accepted by a society against which the actions of an individual in that society are measured.

"Justice for All" requires that the actions of each individual be restrained to conform to the accepted ideal, wherefore in a Just Society there can be no Liberty.
